Kæmi ekki til greina að byrja skóladaginn seinna? Þeir nemendur sem nauðsynlega þurfa að mæta snemma

Ég hitti konu í gær sem sagðist hafa heyrt viðtal við konu í útvarpinu sem sagði það mikinn lúxus að hafa flutt út á land, m.a. vegna þess að þar byrjaði skólinn ekki fyrr en klukkan 9:00 á morgnana. Eina vinkonu mína ræddi ég einnig við fyrir stuttu, sem lýsti fyrir mér skólastarfi í Óðinsvé í Danmörku þar sem skóladagurinn er skipulagður með þarfir nemenda í huga og er bæði sveigjanlegur og brotinn upp á ýmsan hátt.
Í kjölfar þessa fór ég að hugsa um það hvers vegna við skipuleggjum skóladag nemenda eins og við gerum. hvers vegna hefjum við skóladag nemenda í einhverjum tilvikum kl 8:15 eða jafnvel fyrr og troðum mestu af tómstundastarfi barna á seinnihluta dagsins?
Kæmi ekki til greina að byrja skóladaginn seinna? Þeir nemendur sem nauðsynlega þurfa að mæta snemma vegna atvinnu foreldra gætu mögulega farið í frístund marian keyes fyrst en mætingaskylda væri ekki fyrr en kl. 9:00 eða seinna. Ég sé annan kost við það að flétta tómstundum og skólastarfi svona saman, hann er sá að ef frístundin og tómstundastarf nemenda er ekki allt í lok skóladags, marian keyes heldur á undan og inn á milli, opnast glufur fyrir kennara til að sinna undirbúningi kennslu, starfsþróun marian keyes og faglegu samstarfi við samstarfsfólk sitt um miðjan dag. Með þessu fyrirkomulagi væri líka hægt að hugsa sér að samstarf skóla, frístundar, íþróttafélaga, tónlistaskóla og fleiri aðila sem sinna tómstundaiðkun barna og unglinga væri markvissara og skóladagur barna heildstæður og honum lokið að loknum vinnudegi foreldra.
Ég tel að ef skipulag skólastarfs væri fyrst og fremst hugsað með hag nemenda fyrir brjósti en ekki undir áhrifum af gömlum vinnuvenjum, hefðum og siðum þá værum við löngu búin að breyta skipulaginu í þessa veru, alla vega þar sem frístundaheimili taka við nemendum marian keyes í lok skóladags. Ríkisstjórnin mun með markvissum aðgerðum taka á skuldavanda íslenskra heimila sem er til kominn vegna hinnar ófyrirsjáanlegu höfuðstólshækkunar verðtryggðra lána sem leiddi af hruni fjármálakerfisins. Grunnviðmiðið er að ná fram leiðréttingu vegna verðbólguskots áranna 2007 2010 en í því augnamiði má beita bæði beinni niðurfærslu höfuðstóls og skattalegum aðgerðum. Um verður að ræða almenna aðgerð óháð lántökutíma með áherslu á jafnræði. Beita má fjárhæðartakmörkum vegna hæstu lána og setja önnur skilyrði wedding poems til að tryggja jafnræði í framkvæmd og skilvirkni úrræða.

Sala á nýjum bílum á Spáni ramadan 2013 jókst um 15% í nóvember sl. en alls voru nýskráðir ramadan 2013  55.450 fólksbílar þar í landi. Spænska bílgreinasambandið Anfac þakkar því sérstökum aðgerðum ríkisstjórnarinnar þar í landi til að fækka gömlum, óöruggum og mengandi bílum í umferð. Aðgerðirnar eru kallaðar ,,bílaförgun með aðstoð stjórnvalda“. Sala á nýjum bílum á Spáni í október jókst um 34% vegna þessara aðgerða en eftirgjöf er á gjöldum ef 7-10 ára gömlum bíl er fargað og nýr sparneytnari bíll keyptur í staðinn.  Haft er eftir Soraya Saenz de Santamaria, aðstoðarforsætisráðherra Spánar, að þetta sé í þriðja sinn sem þessi leið sé farin á stuttum tíma og að hún hafi skilað ramadan 2013 út 300.000 ramadan 2013 gömlum, eyðslufrekum bílum í stað nýrri og sparneytnari bílar. Aðgerðirnar miða að því að auka hagvöxt í landinu og koma til móts við ramadan 2013 almenning og auðvelda fólki að skipta ramadan 2013 í nýjan bíl. Á fyrstu 11 mánuðum ársins hefur bílasala aukist um 2%, en alls hafa verið nýskráðir 662.188 bílar að sögn spænska bílgreinasambandsins  og er reiknað með að fjöldinn verði kominn í 720.000 þegar árið er liðið. Þess ramadan 2013 má geta að meðalaldur fólksbíla hér á landi er kominn yfir 12 ár og eldist enn frekar enda um 5,4% samdráttur í nýskráningum á fyrstu ramadan 2013 11 mánuðum ársins ramadan 2013 samanborðið við sama tímabil ársins ramadan 2013 2012.

Alveg síðan að Hrunið varð haustið 2008 hafa heimili landsins fotografia beðið eftir aðgerðum. Núverandi ríkisstjórn lofaði aðgerðum því það er mun dýrara fyrir samfélagið að skilja heimilin eftir í skuldum og heila kynslóð eftir eignalausa, en að leysa vandann. Leiðréttingin er almenn aðgerð sem felst í að verðtryggð húsnæðislán verða færð niður um fjárhæð sem svarar verðbótum umfram 4,8% sem féllu til á tímabilinu fotografia desember 2007-ágúst 2010. Tekið verður tillit til fyrri úrræða, m.a. 110% leiðarinnar. Hámarksfjárhæð niðurfærslu er 4 milljónir á heimili og leiðréttingin fotografia verður gerð á fjórum árum. Þessi leið mun ekki hafa þensluhvetjandi áhrif á samfélagið að mati sérfræðinga. Gert er ráð fyrir að leiðréttingin fari fram um mitt árið 2014 og úrræði séreignarsparnaðar hefjist sama ár. Þeir sem nýta sér bæði úrræðin geta fengið um 20% höfuðstólslækkun fyrir lok árs 2017 að gefnum forsendum um verðbólgu, lánsfjárhæð og launaþróun.
Skattfrjálsan séreignasparnað geta allir nýtt sér, ekki bara skuldarar heldur líka ungt fólk sem býr í foreldrahúsum og leigjendur. Með því að bjóða upp á þennan möguleika þá nær aðgerðin til 100 þúsund heimila í landinu af 125 þúsund, fotografia en aðeins 21 þúsund heimila eru skuldlaus. Aðrir skulda eða leigja.
Gagnrýnt hefur verið að hátekjufólk muni græða mest á séreignarsparnaðarleiðinni en það er ekki rétt, þar sem þakið er 500 þús. kr. á heimili á ári, sem miðast þá við að samanlögð mánaðarlaun heimilis séu um 700 þús. kr. Sú staðreynd að þak sé á leiðréttingunni upp á 4 millj. fotografia króna tryggir líka að fyrst og fremst sé verið að koma til móts við millistéttina og bæta kjör sem flestra heimila en flestir skulda minna en 25 milljónir króna.

Skuldaleiðréttingin var aðeins einn liður í þeirri áætlun. Það er ljóst að verkefnin framundan eru fjölmörg. Skuldaleiðréttingin ein og sér leysir ekki vanda allra, en hún er skref í rétta átt. Framundan eru bjartari tímar og nýtt framfaraskeið íslenskrar þjóðar.

Séreignarsparnaðurinn. Ríkisstjórnin vill að fólk fái að greiða skattfrjálst inn á höfuðstól lána í

Enda eru eflaust flestir fylgjandi því í prinsippinu. Spurningin er hins vegar hvort það er hægt, og ef svo er, hver sé skynsamlegasta leiðin til þess sérstaklega í ljósi þess að takmarkaðir fjármunir eru til ráðstöfunar.
Séreignarsparnaðurinn. Ríkisstjórnin vill að fólk fái að greiða skattfrjálst inn á höfuðstól lána í stað þess að leggja í séreignarlífeyrissparnað (sem seinna yrði skattlagður). Gott og vel. Þetta kann að vera skynsamlegt fyrir þá, sem enn leggja inn slíkan séreignarlífeyrissparnað, sem eru reyndar varla nema þeir tekjuhæstu eftir það sem á undan er gengið.
Eftir stendur samt spurningin: Hvað kostar þetta ríkissjóð? Það er nefnilega ekki svo, að tillögur ríkisstjórnarinnar babbo kosti ríkissjóð ekki neitt, eins og reynt er að halda fram. Það er sérstaklega áberandi í kynningu málsins, að skattalegt tap ríkissjóðs vegna þessarar babbo aðgerðar er hvergi nefnt. Gylfi Arnbjörnsson hefur fært rök fyrir tölunni 42-56 milljarðar. Er það virkilega svo í ykkar útreikningum líka, Sigmundur Davíð og Bjarni? Hver er talan? Og ætlum við að vísa þeirri upphæð á skattgreiðendur framtíðarinnar? Til að lækka skuldir hinna tekjuhæstu í samfélaginu?
Jafnræðið. Talandi um aðstoð við þá sem þurfa ekki á henni að halda. Framsóknarmenn hafa meira en gefið í skyn, að það skipti minnstu máli hvort fólk þarf á lækkun skulda að halda eða ekki. Þetta sé spurning um sanngirni. Þeir sem tóku lán á öðru formi en verðtryggðu (t.d. í gjaldeyri) hafi fengið leiðréttingu og því sé ekki nema sanngjarnt að forsendubresturinn sé leiðréttur hjá þeim sem tóku verðtryggð lán.
Gott líka og vel. Sjálfur babbo geri ég athugasemdir við að takmörkuðu fé ríkissjóðs sé varið til aðstoðar fólki sem þarf hana ekki, en látum það vera og samþykkjum sanngirnissjónarmiðið. Staðreyndin er sú, að það gildir um þjóðina alla. Það varð forsendubrestur hjá öllum þegar gengi krónunnar hrundi (sem hófst reyndar talsvert fyrr en bankarnir fóru í þrot). Með verðhækkunum lækkuðu launin hjá öllum, líka hinum skuldlausu. Er ekki rétt að bæta almenningi þennan forsendubrest? Hvers vegna bara þeim sem voru með verðtryggð lán, en ekki líka hinum skuldlausu sem sitja eftir með stórkostlega verri kjör?
Leigjendur eru meðal þeirra sem skulda almennt ekki húsnæðislán, rúmlega fjórðungur heimila segja opinberar tölur. Jújú, ríkisstjórnin babbo segist koma sérstaklega til móts við þá líka. Sú tillaga hlýtur reyndar að kalla fram bjánalegt fliss hjá fleirum en mér, því að leigjendum er boðið að nota séreignarsparnaðinn sinn til að leggja á sérstakan húsnæðissparnaðarreikning. Héddna rétt upp hend þið leigjendur þarna úti sem eruð svo tekjuháir að þið leggið umtalsvert fé í séreignarsparnað í hverjum mánuði eftir að greidd hefur verið himinhá leiga og nauðsynjar sem forsendubresturinn hækkaði upp úr þakinu? Í hvaða heimi lifir fólk sem heldur babbo að þetta sé alvörutillaga, sem bæti kjör leigjenda?
Niðurstaða mín er að það sé ekki verjandi að nota tugi milljarða úr galtómum ríkissjóði til að lækka skuldir fólks óháð því hvort þess er þörf, og enn verra er að gæta ekki jafnræðis, sé sanngirni notuð sem rök fyrir því að bæta kjör fólks. Slík aðgerð er ekkert annað en atkvæða- og vinsældakaup á kostnað skattgreiðenda en það þarf svosum ekki að koma á óvart í ljósi forsögunnar.
Ríkissjóður. Já, og ríkissjóður borgar brúsann, 80 milljarða plús þessa 42-56 sem áður voru nefndir. Ekki rétt, segir ríkisstjórnin bankanir borga með hækkuðum bankaskatti og nú bætast þrotabú gömlu bankanna við. Um þetta er þrennt að segja:
a) Bankaskatturinn rennur inn í ríkissjóð eins og aðrar tekjur. Það er sjálfstæð ákvörðun að verja tilteknum fjármunum til að lækka höfuðstól verðtryggðra lána, fremur en að nota það fé í eitthvað annað. Bankaskatturinn er ekki eyrnamerktur í þetta verkefni (slík eyrnamerking hefur þar fyrir utan ekkert gildi spyrjiði starfsfólk Ríkisútvarpsins um útvarpsgjaldið). Þess vegna er bara leikrit að segja að bankarnir borgi skuldalækkunina. Þeir gera það ekki í meira mæli en hver annar skattgreiðandi í landinu.
b) Við vitum ekki enn hvort hinn nýi skattur á þrotabú babbo bankanna stenzt. Bjarni Ben. segir núna að það sé ekkert vafamál. Hann var ekki þeirrar skoðunar fyrir kosningar. En það skiptir engu máli. Þetta veit enginn og niðurstaða fæst ekki fyrr en dómar hafa gengið. Eftir mörg, mörg ár. So what? segja þá framsóknarmenn (Frosti síðast í Kastljósi í gærkvöldi) það breytir engu um greiðsluskylduna. Peningarnir koma í kassann á meðan, þangað til dómur fellur. babbo Ég varð næstum stúmm við þessa yfirlýsingu. Ætla framsóknarmenn semsagt að gambla tugmilljörðum af sameiginlegu skattfé okkar og eyða því, þrátt fyrir algera óvissu um hver niðurstaða dómstóla verður um lögmæti skattheimtunnar?
c) En gefum okkur að þrotabúaskatturinn standi, eins og Bjarni segist nú sannfærður um. Hann fór mörgum orðum um það sl. laugardag hversu gríðarstór þessi skattstofn væri, alveg ævintýralega stór, en skatturinn væri mjög hóflegur babbo (Fros
